College of Charleston economist Frank Hefner, who reviewed the study at the request of The Associated Press, said the methodology is solid and the projections reasonable. The one caveat, he said, is that economic projections are tougher now than they were almost two decades ago when BMW located its plant in upstate South Carolina.

“If we have learned anything in the last five years is we have learned there is an incredible amount of volatility and chaos in the world,” he said. “To look at it and say what’s it going to look like in 30 years is tougher.”
