The South Carolina Public Employee Benefit Authority (PEBA) has announced that, based on the provisions of the COVID-19 Relief Bill signed into effect in late December 2020, employees may make certain prospective changes to flexible spending accounts like MoneyPlus, including medical spending accounts (MSAs) and dependent care spending accounts (DCSAs), without a qualifying change in status in 2021.
Applicable provisions of the bill for CofC employees include:
- an increase in the MSA and limited-use MSA carryover for 2020 and 2021 to the full unused amount
- an extension of the the DCSA grace period for 2020 and 2021 to December 31 of each following year
- an increase in the age limit for DCSA-eligible dependents to age 13 for members who have unused 2020 funds and a dependent who turned age 13 during 2020
- allowing other certain prospective changes to MSAs, limited-use MSAs and DCSAs without a qualifying change in status in 2021
To make a change, complete an Active Notice of Election (NOE) form and return it to the Office of Human Resources. The change will be effective the first day of the month following PEBA receiving a completed NOE.
